Stafford County, Virginia — What began as a routine reckless driving call ended with the discovery of an alleged murder plot targeting an entire family, as two Virginia teenagers were arrested after police found a detailed notebook outlining plans to kill multiple people.
Louis Conely, 19, and an unnamed juvenile suspect were taken into custody on June 16 after the Stafford County Sheriff’s Office received reports of a vehicle that struck a speed limit sign and fled the scene. Deputies located the pair at a nearby Wawa convenience store, where what they found inside the vehicle raised immediate alarm.
Inside the car, officers discovered a notebook belonging to Conely that allegedly contained two detailed murder plots targeting the juvenile suspect’s own family. Alongside the notebook, police recovered multiple knives and medical items, raising serious concerns about how far the alleged planning had progressed.
The teenagers had also allegedly stolen alcohol from the Wawa and admitted to taking a food tray from a Buffalo Wild Wings restaurant before their arrest. Conely was additionally found in possession of a controlled substance.
Investigators determined that both suspects had worked together to develop the alleged murder plans. Conely was charged with two counts of conspiracy to commit murder, two counts of felony threats in writing, petit larceny, unlawful purchase of alcohol, drinking while operating a vehicle, contributing to the delinquency of a minor, possession of a Schedule IV controlled substance, hit-and-run, and reckless driving.
The juvenile suspect faces two counts of conspiracy to commit murder and one count of felony threats in writing. The minor is currently held at the Rappahannock Regional Juvenile Detention Center.
Conely remains in custody at Rappahannock Regional Jail without bond. His court appearance on the conspiracy to commit murder charge is scheduled for August 19.
Authorities have not publicly disclosed the relationship between Conely and the juvenile suspect, and the investigation remains ongoing.
