Harris County, Texas — A young child was discovered living in conditions so dangerous and unsanitary that emergency medical staff required two full decontamination baths before the child could even receive proper treatment — and now two individuals are facing serious felony charges over what authorities are calling a severe case of child endangerment.

Court records reveal that a 20-year-old woman, identified as Tannis Harrington, and a 17-year-old male, identified as Drake Fernandez, were taken into custody Saturday night and charged with felony child endangerment following the disturbing discovery.

According to court documents, the child had been exposed to an environment containing feces, urine, rotten food, insects and gasoline fumes — conditions that posed an immediate risk of serious illness or injury. Authorities noted the child had sustained bites from insects described as possibly disease-carrying, raising further health concerns.

Investigators also allege that both suspects consumed marijuana and alcohol while responsible for the child’s care and failed to provide the child with basic hygiene — a fundamental requirement of any caregiver.

The situation inside the residence was so alarming that medical staff could not begin treatment until after extensive decontamination procedures were completed, underscoring just how dangerous the environment had become.

Beyond the child endangerment charges, both Harrington and Fernandez also face animal cruelty allegations. A dog found in their custody was reportedly denied clean water, food and adequate hygiene, and was confined in what court records describe as a cruel manner.

A neighbor at the complex, who asked not to be identified on camera, described a heavy law enforcement presence Saturday evening, including multiple patrol units and an ambulance, which left many residents concerned.

The nature of the relationship between the two suspects and their connection to the child has not yet been publicly confirmed by authorities. The Harris County Sheriff’s Office has been contacted for further details and an investigation remains ongoing.
