A Texas man accused of mowing down a scooter rider with his Honda Civic — then circling back to run over his body a second time before fleeing the scene — has been arrested and charged with intoxication manslaughter, authorities say.
The victim, Tony Vasquez of Dallas, was operating a motorized scooter in the roadway when he was struck in the early morning hours in Irving, Texas. He was left dying in the street.
What Police Say Happened
Irving Police Department responded to the 2800 block of Cantrell Street around 2:53 a.m. after reports of an accident. Officers found Vasquez critically injured — and evidence that whoever hit him had not stopped to help.
Investigators say the driver, identified as Noe Ibarra Cedeno, 36, did not just flee. According to police, “the vehicle made a U-turn and struck the victim a second time before fleeing the scene.”
Cedeno was later tracked down by authorities. When officers located a black Honda Civic, pieces from its bumper allegedly matched debris found at the crash site.
What the Suspect Told Police
In an arrest affidavit, Cedeno told investigators he had consumed four to six beers while watching a FIFA soccer match before getting behind the wheel to drive someone to a hotel.
He claimed he “hit something” but did not know what it was — and later thought he may have hit a person. He then turned around and drove back through the scene, “not seeing anything, but running over something again,” the affidavit states.
After that, Cedeno went to the hotel — and then drove home.
A preliminary breath test showed Cedeno blew a 0.103, above Texas’s legal limit of 0.08. He was booked into Dallas County Jail on a combined $350,000 bond.
He now faces charges of intoxication manslaughter, intoxication assault, and hit-and-run involving serious bodily injury or death.
The Victim
Tony Vasquez was a musician who played bass alongside his father in a band.
“I miss him a lot,” his father Julio Vasquez said. “It’s just terrible. Somebody to do that has to be crazy, has to be an animal.”
